About the Resident Registration System

Since July 9th, 2012 the resident registration system for foreigners has been changed as follows:
Registration of residence records (Juminhyo)
Who is required to register for a residence record?
- All foreign nationals legally residing in Tokushima City for over 3 months
- All special permanent residents
- Individuals staying short term (such as tourists) are not subject to the residence record rule.
Where to get a residence record?
A copy of your residence record is available at the Resident Registration Division (Jumin-ka) and at city office branches.
(Individuals who have alien registration issued before July 9, 2012, please request the record from the Ministry of Justice)
Update of residence cards and special permanent resident certificates
Card/Certificate | Applicable Persons | Application Info |

Residence card (Zairyu card) | Issued to mid-to long-term residents | The application for updating your certificate can be completed at the Resident Registration Division |
Special permanent resident certificate | Issued to special permanent residents | The application for updating your residence card can be completed at an immigration bureau. |
