Temporary Licence Plate Issuance

This system is intended to provide unregistered vehicles, or vehicles with expired registration (including motorcycles 251cc or more) temporary authorization of operation on public roads for the sake of traveling to locales such as the Land Transportation Office in order to receive the first inspection/renew the inspection or acquire registration for any vehicle, so long as the time period, goal, and route of operation are specified in advance.

・In the case you are going to the Land Transportation Office or other facility for any form of inspection and/or registration for your vehicle (this includes a first time registration or inspection, the renewal of an expired registration, or a preliminary inspection)

・In the case you are an individual in sales traveling for the sake of business

・In the case you are traveling to re-register your license plate as a result of theft, etc.

・In the case you are traveling to a repair shop for vehicle maintenance and/or repair (with the intention of also receiving an inspection and/or registration service)

Note) It is not acceptable for the same car to submit repeated applications in this system. If, in the case that you do submit a repeat application, you must include a detailed report of your purpose and its rationale.

・In the case you simply wish to relocate the unregistered vehicle (such as taking it to a scrap yard, etc.)

・In the case of test driving a vehicle

・If your vehicle has no need for inspection (motorcycles 250cc or less, etc.)

・If you do not intend to register your vehicle (maintaining your vehicle at home, putting your vehicle in an exhibition, for the sake of vehicle photography, etc.)

Depending on the purpose and route of your travel, the lending period can be up to five days (including weekends and national holidays)

You will be granted access to your temporary license plate number on the same day that you submit your application. However, in the case that you’re expecting to operate the vehicle during hours earlier than the appropriate city office is open (8:30am), you may submit your application along with a written explanation as to the reasoning of your early request the day before your desired period of use. Additionally, in the event that City Hall will be closed the day before your intended use, the application can be accepted the day before the office closure. (For example: If you wish to use the vehicle starting on Monday, as City Hall is closed on Saturday and Sundays, the application would be submitted the Friday before).

The application requires you to report on your time period, goal, and route of operation, so please make an appointment for your car inspection in advance and/or prepare a specific plan. Note again that a temporary license plate number is a one-time use only issuance, and it may not be used for any other vehicle, institution, or route than that for which has been approved.

Please Note) Authorization will only be granted if Tokushima City is either the start point, end destination, or intermittent transit point along the shortest possible route to the desired destination.

(1) Application for Temporary Vehicle Operation Authorization
Available at the Resident Registration Division window. In the case the applicant is applying on behalf of a corporation, a company seal is required. In the case of a private citizen, an individual Inkan seal is required (any kind that uses a red ink pad other than Shachihata).

(2) Proof of Automobile Damage Liability Insurance (Certificate of Liability) Original only, NO form of copy accepted
・Insurance must be valid during period of temporary license plate use

・If the Automobile Damage Liability Insurance expires on or before noon of a given day, temporary vehicle operation authorization CANNOT be granted on that day.

Please Note) In accordance with the Automobile Damage Liability Insurance Law, as the necessity of a damage liability agreement is clearly stated, in the case that you do not have one, a temporary vehicle operation authorization application will not be granted.

Automobile Damage Liability Insurance Law - Article 5

If a motor vehicle is not contracted under Automobile Damage Liability Insurance (from here on referred to as [liability insurance]) or Automobile Damage Liability Mutual Aid Insurance (from here on referred to as [liability mutual aid]) as is stipulated by this here law, the vehicle is therefore prohibited from operation.
(3). Documents which quality to certify the vehicle pertaining to the application (documents confirming the Vehicle Identification Number (VIN)) Copies Permitted

(4) Items to verify the identity of the applicant (person who comes to receive application)
Please be able to provide your driver's license or some other form of photo Identification.
(5) Handling Fee
750 yen per application

Temporary Operation Number (Temporary License Plate Number)

Temporary license numbers should be affixed to the front and back of the vehicle, in an easy to see position, affixed with bolts or something similarly secure so they are not lost.
　
Temporary Operation Permit

Temporary operation permits should be placed within the front part of the vehicle while in use, on the dashboard or other easy to see spot.

The temporary operation number (license plate) and the temporary operation permit must be returned within five days after and including the expiration date of the permits.

In the case the applicant can not come to the office to return the items themselves, a proxy may be used.

1. Go to the Resident Registration Division window directly within their normal times of operation

2. Go to the Resident Registration Division window on either the second or fourth sunday of the month in which they are open 8:30am - 12:00pm

3. Send to the Resident Registration Division via mail (through Letter Pack Light for 360 yen, or others)

4. Drop it off at the Night Duty office (reservation required, please call in advance)

There are a limited number of temporary license numbers available, so please return them in a timely manner.

●In the case you lose your Temporary Operation Permit

You are required to report the loss of your Operation Permit as either lost or stolen to the police station within your jurisdiction.

Keep in mind that when reporting the loss to the city, the name of the police station you reported to, the day you reported, and the report receipt number will all be required within the procedure.

●In the case you lose your Temporary License Plate Number

You are required to report the loss of your Temporary License Number as either lost or stolen to the police station within your jurisdiction.

Additionally, you will be issued a written notification regarding the required reimbursement fee for the lost plate number, and are required to pay the fee within the given deadline.

Keep in mind that when reporting the loss to the city, the name of the police station you reported to, the day you reported, and the report receipt number will all be required within the procedure.

In the following circumstances, as according with the Road Transport Vehicle Law, you will be subject to punishment.

1. If you utilize the temporary permit/number for any vehicle other than the one which was authorized for use

2. If you take a route of travel other than the one which was authorized for use

3. If you use the temporary permit/number for any reason other than the one which was authorized for use

4. If your temporary permit/number is obtained through fraudulent or any other wrongful means

5. If you do not return the temporary permit/license number by its due date

6. When you operate an unregistered vehicle without having been issued a temporary license plate number/operation permit.

(1-4) In accordance with Article 107 of the Road Transport Vehicle Law, you will be subject to up to 1 year of imprisonment, a 500,000 yen fine, or both.
(5-6) In accordance with Article 108 of the Road Transport Vehicle Law, you will be subject to up to 6 months imprisonment or a fine up to 300,000 yen.

Note) On Saturdays, Sundays, National Holidays (including those that land on the second and fourth Sundays in which the office is temporarily open), and during end of the year/New Years Holiday, applications will not be accepted.
